Within the framework of the State visit to India by Party General Secretary and State President To Lam, the Ministry of Science and Technology of Vietnam, in coordination with the Ministry of Electronics and Information Technology of India, organized the Vietnam–India Innovation Forum on the afternoon of May 6, 2026, in New Delhi under the theme: “Cooperation in Human Resource Development, Science, Technology, Innovation, and Digital Transformation.”
At the Forum, Party General Secretary and State President To Lam, together with the Minister of Science and Technology of Vietnam and the Minister of Electronics and Information Technology of India, witnessed the exchange of cooperation documents among universities, research institutes, associations, and enterprises from both countries. Among them was the cooperation agreement between the Posts and Telecommunications Institute of Technology (PTIT) and the Indian Institute of Technology Madras (IIT Madras) – one of India’s leading engineering universities.

The cooperation agreement aims to promote the exchange of students, faculty members, and researchers; implement joint research projects; organize academic conferences and seminars; and enhance the sharing of academic resources, training experiences, and research expertise in technological fields. The partnership with IIT Madras is expected to open up new opportunities for PTIT to expand its international cooperation network in strategic technology areas, while strengthening the connection between training, research, and innovation in line with global trends.
Founded in 1959 in Chennai, the Indian Institute of Technology Madras (IIT Madras) is widely recognized as one of India’s most prestigious engineering institutions. The university is renowned for its strengths in research and training in artificial intelligence, computer science, semiconductors, robotics, energy, aerospace, and telecommunications technologies. IIT Madras also operates one of India’s leading innovation ecosystems through the IITM Incubation Cell, which has supported hundreds of deep-tech startups. According to the National Institutional Ranking Framework (NIRF) 2025 of the Indian Ministry of Education, IIT Madras continued to rank No.1 in India in both the “Overall” and “Engineering” categories. In the QS World University Rankings 2026, the university was ranked #180 globally.
The Vietnam–India Innovation Forum 2026 took place in the context of growing cooperation between the two countries in science and technology, innovation, and digital transformation. In his remarks at the Forum, Party General Secretary and State President To Lam emphasized that science and technology, innovation, and high-quality human resources would become the “new driving forces” of the Vietnam–India strategic partnership in the next stage of development.
PTIT’s participation in the exchange of cooperation agreements at the Forum once again reaffirmed the Institute’s proactive role in promoting international cooperation, developing high-quality technology human resources, and expanding partnerships with leading global academic and technology institutions.
