Speaking at the ceremony, Prof. Dr. Tu Minh Phuong, Vice President of PTIT, gave an overview of the Posts and Telecommunications Institute of Technology as a key higher education institution under the Ministry of Science and Technology, currently serving approximately 30,000 students. In its development strategy, PTIT identifies scientific research as going beyond generating research results, with a focus on technology and the ability to translate research outcomes into products with practical impact, particularly in key technology fields. 

On this basis, PTIT expressed its desire to strengthen cooperation with KIST, learn from each other’s strengths, promote joint research activities, and gradually generate valuable outcomes that make practical contributions to technological development.

Representing KIST, Dr. Joonyeon Chang, Vice President of KIST, expressed his desire to strengthen cooperation with PTIT, particularly in the semiconductor field, thereby contributing to economic development and expanding scientific and technological cooperation between the two countries. KIST expects the two sides to implement joint research programs and expert exchanges, while strengthening connections with Korean universities to expand the cooperation network.

Appreciating PTIT’s warm welcome as well as his positive impressions of PTIT students, Dr. Joonyeon Chang, Vice President of KIST, expressed his expectation that the connections established today would generate concrete results in the future. “Ten or fifteen years from now, when we look back on today, we may be able to see the achievements that this cooperation has created.” This also reflects the shared expectation of a substantive and long-term cooperation relationship between the two sides.

Building on these shared orientations, the two sides plan to promote cooperation in a direction that connects education and training with research and the practical needs of the semiconductor industry. KIST will advise PTIT during the implementation of chip tape-out projects, while discussing a roadmap for PTIT to gradually develop its capabilities in this field. One of the areas of interest to both sides is the establishment of a joint simulation laboratory for semiconductor materials and integrated circuit design, creating an environment for education, research, and the development of related technologies. 

Alongside these activities, PTIT and KIST will promote student exchanges, internships, and joint research programs, thereby expanding opportunities for learners to gain exposure to international research environments and the practical requirements of the semiconductor industry.

The cooperation between the two sides also aims to expand connections with Korean-invested enterprises in Vietnam, thereby developing semiconductor workforce training programs based on industry needs and building a workforce suited to the market. In this direction, KIST will support expanding internship opportunities for PTIT students at Samsung, LG, and leading Korean technology companies. At the same time, KIST is expected to support integrated circuit design training by providing completed chip designs for student training, prototyping, and the development of applications suited to the Vietnamese market.

In addition to training activities, PTIT also aims to explore KIST’s research results related to the silicon industry, gradually gaining access to technology solutions and research outcomes with potential for technology transfer and application in the Vietnamese market.

The signing of the Memorandum of Understanding marks a starting point for PTIT and KIST to concretize cooperation activities in the coming period, particularly in human resource training, joint research, integrated circuit design, and the development of the semiconductor ecosystem. Through this cooperation, the two sides aim to strengthen connections among educational institutions, research institutes, and enterprises, contributing to the expansion of PTIT’s training and research capabilities in semiconductor technology.
