On June 30, Prof. Tu Minh Phuong, Vice President of the Posts and Telecommunications Institute of Technology (PTIT), held a meeting with Assoc. Prof. Igor Ushakov, Head of the Department of Network and Information Security at Saint Petersburg State University of Telecommunications (SPBSUT, Russian Federation), on the occasion of his teaching the course “Applied AI and Machine Learning for Network and Information Security for talented students of PTIT’s Faculty of Information Security.
The meeting took place as PTIT continues to accelerate its internationalization strategy, identifying cooperation with leading universities and research institutes worldwide as a key driver for enhancing training quality, scientific research, and the development of high-quality human resources. With strong similarities in telecommunications, information technology, and information security, both sides exchanged views on academic connections and potential areas of collaboration in the future.

Speaking at the meeting, Prof. Tu Minh Phuong highly appreciated PTIT’s academic exchange activities with international experts and reaffirmed the Institute’s commitment to expanding cooperation with reputable partners in order to create more learning, research, and exposure opportunities to emerging technology trends for both faculty members and students.
Opening up multiple potential areas of cooperation
One of the key topics discussed was the possibility of developing a dual-degree master’s program between PTIT and SPBSUT. According to the proposed direction, students could spend one year studying in Vietnam and one year in the Russian Federation, thereby gaining access to international curricula, advanced laboratory systems, and expert faculty from both institutions. If implemented in the future, this model is expected to contribute to improving the quality of human resources and expanding learning and research opportunities for students.
In addition, the two sides also discussed the possibility of jointly organizing short-term training courses in information security in both onsite and online formats, focusing on highly relevant topics such as artificial intelligence, machine learning applications in cybersecurity, network protection, and solutions to address cyber threats.

In scientific research, both parties expressed their desire to strengthen connections between research groups, promote academic exchange, share expertise, and explore opportunities for joint research projects as well as co-authoring publications in reputable international scientific journals.
In his discussion with PTIT leadership, Assoc. Prof. Igor Ushakov expressed his impression of PTIT’s training quality, the expertise of its faculty members, and the strong academic spirit of PTIT students, especially those in the talented programs in information security. He noted that the two institutions share many similarities in development orientation and identified training, scientific research, academic exchange, and human resource development as highly promising areas for further cooperation.
Strengthening international academic connections
The two sides also discussed the possibility of expanding faculty and student exchange activities, as well as enhancing connections among experts in the field of information security. In particular, sharing professional expertise, supporting PTIT’s information security competition teams, and creating opportunities for students to participate in academic activities and international competitions, including events in the Russian Federation, were seen as promising directions that could help strengthen students’ professional capacity and international integration.
With its ambition of becoming a leading digital university, PTIT continues to expand its cooperation network with universities, research institutes, and technology enterprises around the world in order to build a modern training environment that closely integrates education, research, and practical application. The discussions between Prof. Tu Minh Phuong and Assoc. Prof. Igor Ushakov not only opened up new cooperation ideas in information security but also further strengthened international academic connections, laying the foundation for practical collaborative programs to be explored and developed in the near future.
