As part of its working visit to Japan from July 25 to 31, 2026, a delegation from the Posts and Telecommunications Institute of Technology (PTIT), led by Dr. Nguyen Huy Trung – Deputy Head of the Research Institute of Posts and Telecommunications (RIPT), participated in the IEEE International Congress on Intelligent and Service-Oriented Systems Engineering (CISOSE 2026) and held a series of working sessions with Fukuoka Institute of Technology (FIT), the Community & Innovation Center (CIC) Fukuoka, and the Fukuoka City Government to strengthen cooperation in education, scientific research, innovation, and the development of high-quality technology talent.

The IEEE International Congress on Intelligent and Service-Oriented Systems Engineering (CISOSE 2026) is a prestigious international scientific forum that brings together researchers, experts, and scholars from around the world in the fields of intelligent systems, artificial intelligence, big data, distributed computing, and digital technologies. During the conference, the PTIT delegation presented its latest research findings, exchanged academic perspectives with international research groups, and explored emerging technological trends in AI, machine learning, blockchain, smart cities, and digital transformation. Participation in the conference not only showcased PTIT’s research capabilities on the global academic stage but also expanded the Institute’s collaborative network with universities and research groups from Japan, Europe, and North America.

 

During the visit, the delegation held working sessions with Assoc. Prof. Riichi Murayama – President of Fukuoka Institute of Technology; Prof. Hiroyuki Fujioka – Dean of the Faculty of Information Technology; Dr. Tetsuya Otani – Director of the Office of International Affairs; and Assoc. Prof. Fu Jing – Faculty of Information Technology to discuss future cooperation between the two institutions.

Building on the achievements of previous collaborations, both sides agreed to further promote faculty, student, and researcher exchanges; establish joint research groups; co-organize international scientific conferences; develop academic exchange programs; and expand cooperation in artificial intelligence (AI), the Internet of Things (IoT), information security, digital transformation, and smart cities.

FIT’s leadership highly appreciated the outcomes of previous cooperation with PTIT and expressed its commitment to maintaining the annual academic exchange program between the two institutions, with the goal of building a long-term, practical, and sustainable partnership.

In addition to academic activities, the delegation visited the Community & Innovation Center (CIC) Fukuoka, an international innovation hub operated by the Cambridge Innovation Center (United States) and one of the key pillars of the startup and innovation ecosystem in the Kyushu region.

At CIC Fukuoka, the delegation met with representatives from CIC, FIT, and Japanese technology companies, including Ms. Hazuki Nakano – Partnership and Business Manager, CIC Fukuoka; Mr. Kevin Bui – Head of the Fukuoka Office and Business Development Director for Western Japan, SotaTek Japan; and Dr. Ishibashi Masahiro – Industry-Academia Collaboration Promotion Specialist, External Relations Office, FIT, to discuss opportunities for collaboration in applied research, innovation, industry engagement, student internships, and international collaborative projects.

Through these discussions, PTIT gained valuable insights into the collaborative model connecting universities, businesses, and local government to foster innovation while expanding its partnership network with technology enterprises operating in Japan.

One of the highlights of the visit was the trilateral meeting between PTIT, Fukuoka Institute of Technology, and the Fukuoka City Government. Representing the Fukuoka City Government (Economic, Tourism and Cultural Affairs Bureau) were Mr. Yukimitsu Isekawa – Executive Director; Mr. Reiji Matsuura – Executive Director, International Trade Division; Mr. Ryujiro (Roy) Yamashita – Director, Global Financial Business Attraction, International Trade Division; and Mr. Toshinari Akiyoshi – Head of the Global Financial Business Attraction Division.

Representing FIT were Mr. Reiichiro Misawa – Senior Executive Director; Prof. Hiroyuki Fujioka – Dean of the Faculty of Information Technology; and Dr. Tetsuya Otani – Director of the Office of International Affairs.

During the meeting, the parties discussed opportunities for cooperation in education, scientific research, industry engagement, high-quality technology workforce development, and the establishment of international collaboration programs between Vietnam and Japan.

The meeting enabled PTIT to expand its partnerships beyond a single higher education institution to include the university-government-industry ecosystem of Fukuoka City. This collaborative model provides an important foundation for the Institute to strengthen connections with technology enterprises, innovation centers, and local government support programs in research, technology transfer, internships, entrepreneurship, and human resource development.

The series of activities in Japan further strengthened cooperation between the Posts and Telecommunications Institute of Technology and Fukuoka Institute of Technology while expanding PTIT’s engagement with the Fukuoka City Government and the city’s innovation ecosystem. The outcomes of the visit provide an important foundation for both sides to further develop student and faculty exchange programs, joint research initiatives, international academic events, technology transfer activities, and collaborative projects in digital technologies, thereby contributing to the enhancement of PTIT’s education quality, scientific research capacity, and international standing.
