The Posts and Telecommunications Institute of Technology (PTIT) and Samsung Electronics Vietnam Co., Ltd. have signed a cooperation agreement for the 2026–2028 period. This marks the fourth cooperation agreement between the two sides since 2014.

A Model Partnership in High-Quality Talent Development
Over the past decade, PTIT and Samsung Vietnam have implemented numerous in-depth and effective cooperation programs. Samsung has not only accompanied PTIT in education and research activities but has also contributed to building a global enterprise-standard learning environment through modern laboratories, talent scholarship programs, internships, research activities, technology seminars, and recruitment of high-quality human resources.
Through the cooperation program between PTIT and Samsung Vietnam, nearly 7,000 PTIT students have participated in Samsung training courses; 120 valuable Samsung scholarships have been awarded to PTIT students and graduate learners. To date, approximately 1,000 PTIT graduates are working at Samsung. Many PTIT alumni are currently holding important positions within Samsung’s ecosystem.
In addition, PTIT’s research and development (R&D) activities have received active support from Samsung, including a research project on assistive technology for people with hearing impairments and student activities and movements at PTIT. The laboratory established by Samsung continues to operate effectively.
Acknowledging Samsung Vietnam’s practical support for PTIT, and while witnessing the signing ceremony of the cooperation agreement between PTIT and Samsung Vietnam for the 2026 – 2028 period, Deputy Minister Hoang Minh, on behalf of the Ministry of Science and Technology (MOST), expressed his sincere appreciation for the attention and contributions of Samsung Vietnam, its General Directors, and generations of Samsung Vietnam staff to the development of Vietnam in general and PTIT in particular.

Assoc. Prof. Dr. Hoang Minh also congratulated Samsung on its achievements and success over the years and highly appreciated the efforts of Mr. Na Ki Hong during his first year as General Director of Samsung Vietnam in continuing to make significant contributions to the development of Samsung Vietnam as well as the friendly cooperative relationship between the two countries.
The Deputy Minister noted that Vietnam is transforming its growth model based on science, technology, and innovation. Therefore, international cooperation with global organizations and enterprises such as Samsung is a common strategic orientation of Vietnam. He also shared a Vietnamese saying: “Many streams come together to form a river, and many rivers come together to form the sea.” In that spirit, the cooperation agreement between PTIT and Samsung Vietnam contributes to further strengthening the Comprehensive Strategic Partnership between Vietnam and the Republic of Korea.
Recalling that he signed the first Memorandum of Understanding between PTIT and Samsung Vietnam 12 years ago when he was President of PTIT, Deputy Minister Hoang Minh emphasized:
“Over time, the cooperation between PTIT and Samsung Vietnam has reached a new level and has become increasingly stronger, serving as a typical and exemplary partnership between Vietnam and Korea, and between industry and academia in high-quality human resource development and R&D.”
Expanding New Areas of Cooperation
Deputy Minister Hoang Minh also informed the General Director of Samsung Vietnam that in April 2026, the Minister of Science and Technology approved PTIT’s strategic development orientation. Under this strategy, PTIT has been assigned the mission of becoming Vietnam’s leading education and research institution in four technology fields, including artificial intelligence (AI).
Accordingly, PTIT should aim to become a representative center of cooperation between Vietnam and Korea in human resource development, R&D, and technology transfer activities between the two countries. He also proposed that PTIT and Samsung Vietnam consider establishing a joint working group to develop a comprehensive cooperation plan commensurate with Samsung Vietnam’s significant role and position, as well as the major mission entrusted to PTIT by the Ministry of Science and Technology in the coming period.
He further suggested that PTIT, with its advantages as a national key university in technology, could become a hub for connecting and promoting entrepreneurship and innovation activities through cooperation with Samsung and other universities. PTIT could also collaborate with Samsung in participating in investment funds, jointly investing in young entrepreneurial talents and fostering future unicorns for Vietnam.
The Deputy Minister emphasized that cooperation with Samsung and the Republic of Korea is not only about learning technology and economic development but also about learning Korean culture—a culture characterized by dedication, self-reliance, and resilience, which has enabled Korea to rise from post-war hardship to become one of the world’s leading technology powers today.
Responding to Deputy Minister Hoang Minh’s remarks, Mr. Na Ki Hong, General Director of Samsung Vietnam, stated that PTIT has developed into one of the universities accompanying the growth of Vietnam’s information and communications technology sector, thanks to the active support of the former Ministry of Information and Communications and now the Ministry of Science and Technology.

Together with the continuous efforts of its faculty members and students, PTIT has become widely recognized for its significant contributions to Vietnam’s development in talent training and in the fields of society, economy, science, and technology.
“Samsung is proud to cooperate with PTIT in training future technology talent and has achieved remarkable results throughout our cooperation since 2014,” General Director Na Ki Hong affirmed.
He also noted that AI transformation is accelerating across industries worldwide. As a result, the business environment is changing rapidly, particularly in high-tech sectors. Highly skilled engineers play a crucial role because they must be able to identify emerging challenges and master core technologies. To respond to these trends, Samsung is focusing on cultivating highly specialized professionals, especially in R&D. This is also the core strategy underpinning the cooperation between PTIT and Samsung.
“Samsung does not want to stop at being Vietnam’s largest investor or largest exporter. We aspire to become a company that grows together with Vietnam, particularly through efforts to nurture technology talent. Cooperation with PTIT is a key pillar of that commitment. Samsung and PTIT will continue working together toward even deeper and broader cooperation,” Mr. Na Ki Hong stated.
Representing PTIT, Assoc. Prof. Dang Hoai Bac, President of PTIT, stated that the world is undergoing profound transformation driven by strategic technologies such as digital technologies, next-generation mobile networks, automation, semiconductors, cybersecurity, and quantum technologies.
“Amid this trend, PTIT identifies the development of high-quality human resources, promotion of research, technology transfer, and innovation in digital technologies as key priorities in the coming period.”
