Hanoi, September 17, 2026 – As part of the 60th Anniversary Celebration of the Institute of Posts and Telecommunications Science and Technology (1966-2026), the Posts and Telecommunications Institute of Technology (PTIT) and Temix Group of Italy carried out several important cooperation activities, including the exchange of their second Memorandum of Understanding (MoU), the announcement of the establishment of the Vietnam – Italy Space Technology Center (VISTC), and the launch of a scholarship program for talented students. 

Attending the ceremony were Minister of Science and Technology Vu Hai Quan; Prof. Dr. Sc. Do Trung Ta, former Member of the Party Central Committee, former Minister of Posts and Telecommunications, and former Director of the Institute of Posts and Telecommunications Science and Technology; Dr. Le Doan Hop, former Minister of Information and Communications; former Deputy Minister of Posts and Telecommunications Mai Liem Truc; Deputy Ministers of Science and Technology Tran Trung Tinh and Bui Hoang Phuong; former Deputy Ministers of Information and Communications; along with current and former leaders of PTIT and the Institute, experts, and domestic and international partners.

The two sides also announced the establishment of the Vietnam – Italy Space Technology Center (VISTC), marking a new stage in cooperation between PTIT and Temix, expanding from technology research and design toward research and development activities in the space technology sector.

The establishment of VISTC was witnessed by Minister of Science and Technology Vu Hai Quan, Deputy Minister of Science and Technology Tran Trung Tinh, and Mr. Marco Abbiati, Science and Technology Counsellor at the Embassy of Italy in Vietnam, reflecting the attention given to international cooperation in research, training, and technology development.

VISTC builds on the Temix mmWave Systems – Posts and Telecommunications Institute of Technology Advanced Design Center, established in 2025. After one year of operation, the cooperation model has brought together a team of more than 30 engineers, master’s graduates, and PhD holders, along with facilities supporting research, product development, and training. Its areas of activity include satellite communications, software-defined communications, electronic systems, and specialized radio equipment for aircraft, unmanned aerial vehicles, satellites, and ground platforms.

Scholarships for Talented Students

At the ceremony, Temix Group presented PTIT with scholarships for talented students, comprising 10 scholarships with a total annual value of up to VND 2 billion. The scholarships aim to enable high-performing students to participate in study, research, and internships at VISTC, while expanding opportunities to access technology environments and internship programs in Italy.

Through the scholarship program, PTIT and Temix aim to strengthen the connection between education and industry, providing students with opportunities to participate in research and technology development activities during their studies.

From Technology Cooperation to Human Resource Development

Speaking at the program, Assoc. Prof. Dr. Dang Hoai Bac, President of PTIT, emphasized that VISTC will serve as a bridge connecting research, education, and industry, contributing to strengthening advanced technology research capabilities, attracting international experts and resources, and developing high-quality human resources for the space and aerospace technology sectors.

Mr. Armando Caravella, Founder and Chairman of Temix Group, stated that upgrading the Posts and Telecommunications Institute of Technology – Temix Advanced Design Center into the Vietnam – Italy Space Technology Center marks an important milestone in the two sides’ efforts to achieve their shared goals and contribute to Vietnam’s development and prosperity. Temix also expressed its intention to continue creating more opportunities for PTIT students through study, research, and internship scholarship programs in Italy.

The signing of the second Memorandum of Understanding, the establishment of VISTC, and the implementation of the scholarship program provide a further foundation for PTIT and Temix Group to expand cooperation by strengthening connections among research, education, and industry, developing human resources, and promoting research and technology development activities in the space sector and related fields.
