As part of the working visit to Laos from June 25–26, 2026, on the occasion of attending the 22nd ASEAN Ministerial Meeting on Science, Technology and Innovation (AMMSTI-22), the delegation of the Ministry of Science and Technology of Vietnam, led by Mr. Bui Hoang Phuong, Deputy Minister of Science and Technology, participated in a series of bilateral working activities to strengthen cooperation with Lao agencies and partners in the fields of science, technology, innovation, and digital transformation. The delegation also included representatives from various units under the Ministry and Assoc. Prof. Dang Hoai Bac, President of the Posts and Telecommunications Institute of Technology (PTIT).

The working program began with a courtesy meeting with the Deputy Prime Minister and Minister of Education and Sports of Laos (MOES). At the meeting, Deputy Minister Bui Hoang Phuong congratulated Laos on the successful organization of AMMSTI-22 and reaffirmed Vietnam’s readiness to continue accompanying and supporting Laos in the fields of science, technology, innovation, and digital transformation. The two sides also exchanged views on cooperation directions in digital education development, improving training quality, and building a science and technology ecosystem to support national development.

Within the framework of this working session, PTIT also took part in discussions on specific cooperation areas with MOES, focusing on digital human resource training, the development of online learning platforms, digital university models, and the deployment of digital platforms for managing science and technology activities.

Continuing the program, on June 25, 2026, in Vientiane, Laos, the delegation attended the Vietnam–Laos Workshop on the Development of Trusted Digital Infrastructure and the Application of Digital Signatures, jointly organized by the National Electronic Authentication Center of Vietnam (NEAC) under the Ministry of Science and Technology and the Lao National Internet Center (LANIC) under the Ministry of Technology and Communications of Laos.

In his opening remarks, Deputy Minister Bui Hoang Phuong emphasized that the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos are invaluable assets. In the context of accelerating digital transformation, cooperation in science, technology, and digital trust between the two countries has become increasingly practical and deeper in substance. He also highly appreciated the sustained coordination between NEAC and LANIC in maintaining annual workshops and training programs, noting that these activities have contributed to building trust, strengthening professional capacity, and laying a solid foundation for more strategic forms of cooperation in the future.

Building on the directions and discussions led by Deputy Minister Bui Hoang Phuong, PTIT has, over the years, been one of the active institutions promoting educational cooperation and technology human resource development with Laos. The Institute is currently training nearly 90 Lao students, and in the next phase, PTIT is expected to continue awarding 22 scholarships to Lao graduate students and undergraduate students. In addition, PTIT is working with Lao partners to develop digital education platforms and promote digital university models, contributing to further deepening the special Vietnam–Laos cooperation in science, technology, and education.
