At the invitation of the Ministry of Science and Technology of Venezuela, from May 27 to 31, a delegation of the Ministry of Science and Technology of Vietnam led by Professor, Dr. Tu Minh Phuong, Chairman of the Council of the Post and Telecommunications Institute of Technology (PTIT) attended the inauguration ceremony of the National University of Sciences of Venezuela (UNC) and attended the International Conference with the theme “Scientific Convergence for a Shared Future”.

During the visit, the delegation met with Vice President and Minister of Science and Technology, Gabriela Jiménez Ramírez, worked with Deputy Minister of Foreign Affairs Tatiana Pugh and the Board of Directors of the (UNC) and signed a Memorandum of Cooperation between PTIT and UNC.

At the meeting and working session with the delegation, Venezuelan Vice President Gabriela Jiménez Ramírez said that in the context of siege and embargo, the Venezuelan Government prioritizes investment policies, sustainable development of technology and science, serving the interests of the people, ensuring national sovereignty. To effectively implement the set goals, Venezuela focuses on promoting scientific and technological cooperation with traditional friendly countries, including Vietnam. Venezuelan Vice President and Minister of Science and Technology Gabriela Jiménez Ramírez hopes that Vietnam will share its experiences in areas where Vietnam has strengths such as artificial intelligence, innovation, information technology, digital transformation…

Vice President Gabriela Jiménez Ramírez emphasized that Venezuela hopes that Vietnam will share its experiences in areas where Vietnam has strengths such as artificial intelligence, innovation, information technology, digital transformation, etc.

On behalf of the delegation, Professor, Dr. Tu Minh Phuong sincerely thanked the solidarity and support of the people and progressive forces of Venezuela for Vietnam in the past struggle for national liberation and reunification and in the current cause of national construction and defense.

“Vietnam identifies science and technology development as a decisive factor in the development of countries, a key tool in implementing sustainable development goals; playing an important role in economic growth, solving challenges in all areas of economic and social life. Vietnam is ready to promote cooperation with Venezuela in the field of science and technology to work together towards building a developed and prosperous country,” Professor, Dr. Tu Minh Phuong emphasized.

Speaking with Professor, Dr. Tu Minh Phuong, Mr. Roberto Bertancourt, Vice President of UNC, said that the Venezuelan Government’s establishment of UNC demonstrates its determination to turn Venezuela into a center for scientific research and development in the Latin American region.

Under the direct management of the Ministry of Science and Technology of Venezuela, UNC will play a core role in training high-quality human resources and talents, researching and developing key and cutting-edge technology sectors and fields. With 16 training majors, UNC has many training programs such as artificial intelligence (AI), cyber security, biotechnology, data science, nuclear physics, data science, oceanography, etc. In the 2025-2026 school year, the school has recruited more than 2,000 students from all over the country.

In order to concretize the cooperation contents between the two countries, within the framework of the visit, PTIT and the National University of Sciences of Venezuela signed a Memorandum of Understanding on cooperation. Accordingly, the two schools will focus on exchanging cooperation programs and projects on education and training, promoting academic exchanges between lecturers and students as well as organizing scientific seminars between the two universities.

During the visit, the delegation also visited and worked with the Vietnamese Embassy in Venezuela.
