On October 3, 2025, at its Hanoi campus, the Posts and Telecommunications Institute of Technology (PTIT) welcomed and had a working session with a delegation from the Russian Federation, specifically from the city of St. Petersburg. The delegation comprised leading representatives from various agencies, universities, and research institutes in the fields of telecommunications, education, and technology.

The Russian delegation included Professor Ruslan Kirichek, Rector of the Bonch-Bruevich State University of Telecommunications; Professor Aleksei Rabin, Vice-Rector for Research; Professor Oleg Smeshko, Rector of the St. Petersburg University of Management Technologies and Economics; Ms. Anastasia Ivanova, Specialist at the St. Petersburg Committee for External Relations; Mr. Dmitrii Kuzmin, Deputy Chairman of the St. Petersburg Committee for Informatization and Communications; and Mr. Nikolai Krasnogorskii, representative of the Russian Satellite Communications Company (RSCC).
Representing PTIT, the meeting was attended by Prof. Dr. Tu Minh Phuong, Secretary of the Party Committee and Chairman of PTIT’s Council, along with leaders from various faculties and departments, and faculty members who have studied and researched in the Russian Federation.

During the session, Bonch-Bruevich University proposed cooperation with Vietnam in several key areas, such as developing satellite telecommunications infrastructure and implementing specialized engineering training programs for satellite systems. The Russian side particularly emphasized technological solutions, including satellite control systems, unmanned aerial vehicles (UAVs), Hybrid Space Telecommunication networks, and optimized communication protocols for satellite-based IoT. Currently, the Russian Federation ranks 5th globally in space information technology and aims to rise to the 2nd position by 2030, thereby expressing readiness to expand international cooperation to accelerate development in this field.
In addition to discussing cooperation programs and organizing scientific conferences, the Russian representatives also cordially invited the Institute to visit the Satellite Operations Center in the near future.

Speaking at the meeting, Prof. Dr. Tu Minh Phuong, Secretary of the Party Committee and Chairman of PTIT’s Council, affirmed PTIT’s commitment to cooperation. He emphasized the high value placed on expanding international collaboration and expressed a desire to promote practical cooperation programs that will bring value to both students and faculty in the coming time.
The Russian delegation also highly praised the potential for cooperation with the Institute, viewing it as an opportunity to strengthen connections and expand joint projects in education and research.
The visit and working session of the Russian delegation have opened up new opportunities for collaboration, contributing to the strengthening of educational and research cooperation between the Posts and Telecommunications Institute of Technology and its partners in the Russian Federation, while also contributing to the consolidation of the traditional friendship between the two nations.
