On October 3, 2025, the Posts and Telecommunications Institute of Technology (PTIT) hosted a working session with a delegation from the BRICS Research Committee of the Russian Federation. The meeting aimed to promote training programs, expert exchanges, and the development of high-quality human resources in the fields of public administration and digital governance.

Prof. Dr. Tu Minh Phuong, Chairman of PTIT’s Council, received the working delegation from the BRICS Research Committee of the Russian Federation.
The working delegation from the Russian Federation was led by Prof. Dr. Sc. Georgy Toloraya, Director of the Asian Strategy Center at the Institute of Economics and a member of the National Committee on BRICS Research, accompanied by Ms. Liana Brix, Program Director. Representing PTIT was Prof. Dr. Tu Minh Phuong, Chairman of PTIT’s Council, along with Vietnamese researchers who have previously worked at BRICS research centers and cooperation projects.
At the meeting, the two sides discussed in detail the orientation for cooperation in training, digital governance internships, and the development of high-quality human resources. A highlight within the cooperation framework is a training program for Southeast Asian countries, which will be held at the Higher School of Economics (HSE) in Moscow. This program focuses on digital governance, public administration, and digital transformation, featuring lectures and experience-sharing from leading experts and technology corporations from the Russian Federation, such as Kaspersky, Sberbank, Geoscan, and Kribrum.
The course is intended for managers and policy researchers, offering a favorable opportunity for Vietnamese officials to access international knowledge, learn from practical experience, and build a network with experts, businesses, and regulatory agencies of the Russian Federation. This is a significant opportunity to strengthen bilateral cooperation in the fields of economic, social, and humanitarian diplomacy.

The meeting marks an important step forward in forming practical cooperation programs, contributing to deepening the relationship between the Academy and leading research and training organizations of the Russian Federation. The program not only enhances the professional capacity of Vietnamese officials and researchers but also lays a solid foundation for promoting long-term, sustainable cooperation between the two sides in public administration, digital governance, and high-quality human resource development.
