On October 30, 2025, in Hanoi, the Delegation of the European Union to Vietnam in collaboration with the Posts and Telecommunications Institute of Technology (PTIT), the Ministry of Science and Technology (MOST) organized an international workshop with the theme: “Horizon Europe Program: Funding and cooperation opportunities with EU research institutes”.

Attending the workshop were Mr. Gonzalo Serrano, Deputy Head of Cooperation of the EU Delegation to Vietnam; Assoc. Prof. Dr. Hoang Huu Hanh, Deputy Director General of the National Agency for Digital Transformation (Ministry of Science and Technology); and representatives from domestic universities, research institutes, and scientific organizations. From PTIT, attendees included Assoc. Prof. Dr. Dang Hoai Bac, President of PTIT, along with leaders from its research institutes, academic faculties, research labs, and lecturers and researchers interested in the program.

In his opening remarks, Assoc. Prof. Dr. Dang Hoai Bac, President of PTIT, emphasized: “As one of Vietnam’s leading universities in science and technology, PTIT has defined its development direction to become a specialized university, while also being a pioneer in innovation and digital transformation in education and research.” The President affirmed that being selected as the workshop’s venue is a testament to the international recognition of the PTITte’s role and prestige within the research ecosystem. Furthermore, it serves as a crucial opportunity for the domestic scientific community to gain direct access to high-quality international funding and research programs like Horizon Europe.

“We believe that the Workshop will not only introduce EU program access procedures, but also inspire a new wave of collaborative research proposals from Vietnam, contributing to enhancing Vietnam’s position in the global research ecosystem,” Associate Professor, Dr. Dang Hoai Bac shared.

Horizon Europe is the European Union’s flagship program for research and innovation, running from 2021–2027 with a total budget of €95.5 billion, significantly higher than its predecessor, Horizon 2020 (€80 billion). The program’s overall objective is to enhance Europe’s scientific, technological, and industrial competitiveness and to strengthen the European Research Area (ERA). The program is structured around three main pillars: 1. Excellent Science – fostering fundamental research and enhancing the EU’s global capabilities; 2. Global Challenges and Industrial Competitiveness – focusing on pressing societal issues and industrial innovation; 3. Innovative Europe – accelerating the market uptake of innovative ideas through innovation councils and funds.

During the workshop, speakers provided detailed presentations on the program’s structure, application procedures, and strategies for establishing research partnerships with institutes and universities within the EU. The morning session focused on establishing institutional cooperation under Pillars 1 and 2, tailored for university leaders, deans, and research managers. The afternoon session was conducted as a practical training, helping lecturers and researchers familiarize themselves with writing project proposals, finding partners, and preparing applications.

The presence of representatives from the EU Delegation to Vietnam, the Ministry of Science and Technology, along with hundreds of scientists, lecturers, and students from institutes and universities across the country, demonstrated a shared commitment to promoting scientific excellence and sustainable research cooperation between Vietnam and the European Union.

The workshop marks a significant event in the strategic cooperation between Vietnam and the EU in the fields of science, technology, innovation, and digital transformation. Notably, in its role as the host organization, the Posts and Telecommunications Institute of Technology clearly demonstrated its commitment to supporting the Vietnamese scientific community in internationalizing research activities, contributing to building a knowledge-based economy, proactive integration, and sustainable development.
