On June 23, 2025, in Hanoi, the Posts and Telecommunications Institute of Technology (PTIT) held a ceremony to announce the Decision to recognize Prof. Dr. Vu Minh Khuong as Chairman of the Advisory Board of the Vietnam Institute for Leadership, Governance and Management (VLGM) – marking an important step forward in the strategy to improve the quality of training and policy consulting of PTIT. Prof. Dr. Vu Minh Khuong is a lecturer at the Lee Kuan Yew School of Public Policy, National University of Singapore and is one of Vietnam’s leading influential economic and public policy experts in the international arena.

Attending the ceremony to announce the decision to award the Chairman of the Advisory Board of the Vietnam Institute of Leadership, Governance and Management were Associate Professor Dr. Dang Hoai Bac – President of PTIT, Associate Professor Dr. Tran Quang Anh – Vice President of PTIT, along with representatives of the leaders of functional units and staff of the Vietnam Institute of Leadership, Governance and Management.
On behalf of the Board of Leadership of PTIT, Associate Professor Dr. Dang Hoai Bac presented the decision to recognize Prof. Dr. Vu Minh Khuong as Chairman of the Institute’s Advisory Board, and affirmed that this event is a milestone of strategic significance in the process of building a leadership – governance ecosystem with Vietnamese identity, modernity and international integration. The President emphasized: “The presence of Professor Vu Minh Khuong is a great honor for PTIT. We expect that the connection between the Professor and a team of domestic and foreign experts and scientists will contribute to creating a solid academic and policy advisory foundation, serving the country’s development in the digital age.”

The Vietnam Institute of Leadership, Administration and Management was established in February 2025, under the idea and direct direction of Minister of Science and Technology Nguyen Manh Hung, with the goal of becoming a model of a management institute “uniquely Vietnamese and not only in Vietnam”. Previously, the Minister also awarded 30 scholarships for the course “Young Leaders in the Digital Age” to talented students of PTIT, demonstrating the commitment to nurturing a generation of young leaders with heart – vision – technology.

Speaking at the ceremony, Prof. Dr. Vu Minh Khuong expressed his honor to accompany the Institute and pledged to contribute to building a vision, development strategy, and expanding international connections. He emphasized: “The Institute needs to create a real breakthrough – based on the ability to grasp the trend of the times, access global resources but still develop endogenously, from practical concerns and the heart of life”. Prof. Dr. Vu Minh Khuong also recommended that the Institute needs to clearly assess its strengths, weaknesses and challenges to build a feasible, disciplined strategy, and at the same time attract excellent experts from international corporations and organizations to participate in consulting.
Professor Vu Minh Khuong is a leading expert on public policy, economic growth, and digital transformation. He is currently a lecturer at the Lee Kuan Yew School of Public Policy (Singapore), and has been an advisor to many international organizations such as the IMF, World Bank, IFC, USAID, KPMG, and the Central Bank of Singapore. The professor holds a PhD in public policy and an MBA from Harvard University, and a BA in mathematics from Hanoi National University.
Prof. Dr. Vu Minh Khuong’s assumption of the role of Chairman of the Advisory Board is an important step in the development roadmap of the Vietnam Institute of Leadership, Administration and Management – a place expected to become an intellectual destination for future leaders, a place to inspire thinking, connect the elite and spread values to serve the community.
