On April 13, 2025, in Bac Ninh province, the Forum on Science, Technology, Innovation and Digital Transformation – Bac Ninh Breakthroughs and Development took place. Attending the Forum were comrade Tran Thanh Man, Chairman of the National Assembly. Also attending were comrades of the Party Central Committee: Nguyen Dac Vinh, Chairman of the Committee on Culture and Society; Le Quang Huy, Chairman of the Committee on Science, Technology and Environment; Nguyen Thanh Hai, Chairman of the Delegation Committee, Deputy Head of the Central Organization Committee; Vu Hai Ha, Deputy Secretary of the National Assembly Party Committee; Nguyen Anh Tuan, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Ninh Province.
The Forum attracted the participation of more than 500 delegates who are leaders of relevant departments, ministries and branches of the Central Government and Bac Ninh province, experts, scientists, typical enterprises, lecturers and students of a number of universities and colleges in the country and in the province. As one of the 5 key educational institutions National Center for Engineering and Technology, Prof. Dr. Tu Minh Phuong, Chairman of the Council of Posts and Telecommunications Institute of Technology (PTIT) and Assoc. Prof. Dr. Dang Hoai Bac, President of PTIT attended the forum.

The forum focused on introducing planning, planning orientations and organizational, management and operational models of science, technology, innovation and digital transformation zones in Bac Ninh province; at the same time, proposing practical solutions to develop digital technology industry, digital government, digital economy, green economy, digital society, digital citizens, meeting development requirements in the coming period. This is an opportunity for Bac Ninh to consult and get opinions from experts and research organizations at home and abroad to outline and orient the organizational and operational models of key and breakthrough development projects in the area.

Speaking at the forum, National Assembly Chairman Tran Thanh Man emphasized that now is the golden opportunity, the most ripe opportunity to implement the revolution in science, technology, innovation and digital transformation. The National Assembly Chairman suggested that Bac Ninh province develop a synchronous and modern digital infrastructure and digital platform. The National Assembly Chairman also said that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. Immediately after that, at the 9th Extraordinary Session, the National Assembly passed Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. It is expected that at the 9th Session, the National Assembly will consider the draft Law on Digital Technology Industry; the draft Law on Science, Technology and Innovation.
National Assembly Chairman Tran Thanh Man witnessed the signing ceremony of the Memorandum of Understanding on cooperation between the People’s Committee of Bac Ninh province and the Korean Business Association in Vietnam, Hanoi University of Science and Technology, and the Posts and Telecommunications Institute of Technology.
At the Forum, National Assembly Chairman Tran Thanh Man witnessed the signing ceremony of the Memorandum of Understanding on cooperation between the People’s Committee of Bac Ninh province and the Korean Business Association in Vietnam, PTIT, and Hanoi University of Science and Technology on training, development of science and technology, innovation and digital transformation.
According to the Cooperation Agreement, PTIT and the People’s Committee of Bac Ninh province will focus on the following contents: Cooperation in training and developing high-quality human resources according to local needs: Training at university and postgraduate levels, focusing on work-study, second degree, and articulation for cadres, civil servants, public employees, business managers, workers, students; Training to improve professional skills and management capacity for managers in Bac Ninh province in key areas: Information technology, digital transformation; Electronics – Telecommunications, Digital economy; Multimedia communications… and other areas in need of Bac Ninh province.
The two sides will research, develop and transfer technology: cooperate in implementing applied research topics in the fields of semiconductors, AI, Automation,… in line with the development orientation of the province’s high-tech industry. In addition, the two sides cooperate in consulting and career guidance programs, providing information on enrollment, training majors, and job needs in the province. Coordinate in organizing volunteer activities in Bac Ninh province. Activities to develop a network of alumni and students of PTIT in Bac Ninh province and support scholarships for Bac Ninh students studying at PTUT.
PTIT has presented the People’s Committee of Bac Ninh province with the “DLAB Online Informatics Learning System and 20 STEM toolkits”.
The signing of a cooperation agreement between PTIT and the People’s Committee of Bac Ninh province, a key industrial center of the country, will contribute to promoting the sustainable development of the high-tech industry in Vietnam.
