2025 marks a significant transformation for the Posts and Telecommunications Institute of Technology (PTIT) as it continuously signs and implements strategic cooperation agreements with many provinces and cities nationwide. Beyond training, PTIT is asserting its role as a key partner in solving practical technological problems and building “smart provinces”.

Strategic Partnerships

In 2025, PTIT has expanded its cooperation network from the northern mountainous region to the southeastern region, focusing on cutting-edge areas such as AI, semiconductor chips, and information security.

  • In Binh Phuoc (May 2025): PTIT signed a tripartite memorandum of understanding with the Department of Science and Technology of Binh Phuoc province and the People’s Committee of Dong Xoai city. The focus is on applying IoT in agriculture and AI in public services.

The Department of Science and Technology, the People’s Committee of Dong Xoai City, and the Posts and Telecommunications Institute of Technology signed a joint program of coordinated activities.

  • In Lao Cai (May 2025): The Lao Cai Provincial People’s Committee and the Posts and Telecommunications Institute of Technology signed a cooperation agreement. The partnership aims to promote the development of science, technology, and innovation; support local digital transformation; and enhance competitiveness and sustainable development through the application of science and technology, digital transformation, and the training of high-quality human resources.

Assoc. Prof. Dr. Dang Hoai Bac, President of the PTIT, and Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Lao Cai Provincial People’s Committee, signed a memorandum of cooperation.

  • In Lai Chau (June 2025): A cooperation agreement was signed between the Lai Chau Provincial People’s Committee and the Posts and Telecommunications Institute of Technology to strengthen scientific research, education, and training, and to enhance the quality of the province’s human resources for the 2025–2030 period.

  • In Cao Bang: Signing of a cooperation agreement for the period 2025–2030, focusing on three key areas: on-site human resource training, digital skills development for officials, and consulting on “smart province” solutions.

The Cao Bang Provincial People’s Committee and the Posts and Telecommunications Institute of Technology signed a cooperation agreement on scientific research, education, and training to improve the quality of human resources for the 2025–2030 period.

  • In Dien Bien (December 2025): Agreement on enhancing digital capacity for officials and citizens, especially training programs on cybersecurity.

The PTIT signed a cooperation agreement to support training and enhance digital capacity for civil servants and public employees of Dien Bien Province.

  • In Hanoi: Collaboration with the Hanoi People’s Committee and the Ministry of Science and Technology to build a model for the Hanoi Innovation Center, making the capital city the technology hub of the country.

The difference in 2025 is that PTIT will not only transfer theory but also bring experts in to directly solve local problems:

Human Resource Training Implementation of Gov.miniMBA program for department/sector leaders; Training for second and Master’s degrees for local officials (Bac Giang, Cao Bang).

Digital Technology: Applying AI and IoT to urban management, agricultural production, and online public services.

STEM Education: Donating STEM learning materials to schools in remote areas and popularizing “Digital Literacy for the People”.

Entrepreneurship: Local authorities commissioning practical problems for PTIT students to implement startup projects.

 

  1. Affirming the position of a leading digital university

With the launch of two specialized training centers in AI and semiconductor chips by the end of 2025, PTIT is ready to supply high-quality human resources that provinces and cities urgently need.

Strengthening local cooperation helps PTIT realize its goal of becoming the number one digital university in Vietnam by 2030, while making a practical contribution to the comprehensive national digital transformation.
