On February 3, 2025, in Hanoi, Posts and Telecommunications Institute of Technology (PTIT) held a ceremony to announce the Resolution to establish and launch the Vietnam Institute of Leadership, Governance and Management (VLGM).

Leaders of the Ministry of Information and Communications, leaders of PTIT and leaders of VLGM pressed the button to launch the Institute.

Attending the event were Minister of Information and Communications Nguyen Manh Hung, Deputy Minister of Information and Communications Phan Tam. On behalf of PTIT, there were Prof. Dr. Tu Minh Phuong – Chairman of Council, Assoc. Prof. Dr. Dang Hoai Bac – President and representatives of leaders of units under the Ministry of Information and Communications, PTIT and partners.

The Vietnam Institute of Leadership, Governance and Management was established with the mission of “Developing and transferring knowledge on leadership, management and governance with Vietnamese characteristics to meet the development of Vietnamese enterprises and organizations in the new era of the nation”. The Vietnam Institute of Leadership, Governance and Management is a research unit, gathering knowledge systems on leadership, governance and management based on the accumulated knowledge of humanity and developing unique leadership knowledge, bearing the identity of Vietnamese culture and people.

Speaking at the event, Minister Nguyen Manh Hung said that the Vietnam Institute of Leadership, Governance and Management was established on the 95th Anniversary of the Founding of the Communist Party of Vietnam, February 3, 2025, and also on the first day of Spring. According to the Minister, this is a significant event, marking the birth of a new type of organization, playing an important role in promoting the development of high-quality human resources, improving the leadership, governance and management capacity of Vietnamese enterprises and organizations in the period of innovation and international integration.

Three fundamental pillars for sustainable development of an organization

The head of the Information and Communications sector pointed out that Vietnam is a country with thousands of years of culture. That culture has built Vietnam, preserved and developed Vietnam and that culture has developed with Vietnam. Therefore, countries on the path of development, in addition to sharing common and universal values ​​and knowledge of humanity, all rely on the culture and context of their own country to develop.

According to the Minister, leadership, governance and management are the three fundamental pillars for sustainable development of an organization. An organization must have a leader to guide the way, but also an implementer and manager, and a manager to make the organization sustainable. This is a complete and inseparable trio. Without one of these three foundations, no organization can exist and develop for a long time.

The Minister said that this is the first time a leadership research institute in Vietnam has focused on all three pillars, and it is also the first time an institute has put the Vietnamese word and Vietnamese school into leadership, administration and management.

The training model “Teachers must be doctors”

 

Minister Nguyen Manh Hung recommended that the VLGM Institute should change its approach to teaching. Previously, we often focused on teaching general knowledge. Now, when a business or organization has problems with leadership, administration or management, they come to the Institute, the Institute must research to solve their problems, and at the same time provide them with research results, general knowledge as well as specific characteristics of Vietnam.

In this direction, teachers not only impart knowledge, but also play the role of doctors “treating” businesses. This is the new, unique, and exclusive approach of the VLGM Institute. The Institute’s training model will not only stop at theory but also delve into practical research, finding solutions to specific problems of organizations and businesses because theory is gray but the tree of life is forever green.

Pioneering, leading and innovative spirit

The Minister emphasized that the VLGM Institute was born on February 3, the founding day of the Communist Party of Vietnam. Therefore, let’s learn from the spirit of February 3. That is the pioneering spirit, leading, striving spirit, standing shoulder to shoulder with the world’s great powers.

PTIT is known for its pioneering tradition in education, paving the way for new things, new things that have never existed in Vietnam. PTIT is a pioneer in implementing a model of linking training, research and business production, a pioneer in university autonomy, a pioneer in opening new training majors, a pioneer in establishing the faculty of artificial intelligence, the fintech industry and also a pioneer in building a digital university.

With that tradition of PTIT, with the spirit of February 3, the Minister hopes that the VLGM Institute will be successful, becoming the most unique management institute in Vietnam and not only in Vietnam.

At the ceremony, PTIT leaders also decided to assign the responsibility of managing VLGM to Dr. Doan Hieu, Director of the Post and Telecommunications Training Center I.

PTIT is a pioneer in digital technology, so the VLGM Institute will promote the application of digital technology in training, towards digital leadership, digital governance and digital management.
