During the days from January 16 to January 17, 2025, in Bangkok, Thailand, the 5th ASEAN Digital Ministers’ Conference (ADGMIN-5) took place. Associate Professor, Dr. Dang Hoai Bac, PTIT’s President, accompanied a high-level delegation from the Ministry of Information and Communications to attend the Conference.
The ADGMIN Conference is held annually and is the highest cooperation mechanism in ASEAN in the field of digital technology and ICT, with the participation of Ministers of ASEAN countries and dialogue countries. The ADGMIN-5 conference has the theme: “Security, Innovation and Inclusion: Shaping ASEAN’s digital future”.

Speaking at the Conference, Minister Nguyen Manh Hung emphasized the need to ensure safety through promoting the deployment of open technologies, such as 5G Open RAN, open source AI, and supplier responsibility regulations. services and digital platforms, improving people’s digital skills to prevent online fraud.
To enhance innovation, it is necessary to accelerate digital transformation and create an environment for digital creativity; promote digital consumption, especially government consumption, to create markets; The network boldly deploys testing mechanisms (sandboxes) for new solutions and applications.
Regarding universalization of services, it is necessary to promote the role of the public telecommunications fund with contributions from network operators, deploy community digital technology teams to support people, and turn off 2G waves so that all phone subscribers can access the Internet service.
The conference reviewed and approved the report on implementation results in 2024 and the cooperation plan for 2025, and approved the Bangkok Declaration on cooperation to shape ASEAN’s digital future.
While attending the Conference, PTIT’s President Dang Hoai Bac and the senior leadership team led by Minister Nguyen Manh Hung also had bilateral working meetings with Ministers of Thailand, Myanmar, Laos, Cambodia, Timor Leste.

Minister Nguyen Manh Hung’s participation in the 5th ADGMIN Conference and bilateral meetings has contributed to promoting digital cooperation programs in ASEAN, consolidating and expanding relations with specialized ministries of other countries, identifying priority focuses and specific solutions so that programs and projects become more and more practical and effective, contributing to enhancing the role, position and prestige of Vietnam in the international arena.
With the permission of the Prime Minister, Minister Nguyen Manh Hung announced and invited ASEAN countries and Dialogue countries to attend the next ADGMIN Conference in 2026 in Vietnam.
Participation in the 5th ASEAN Digital Ministerial Conference is of great significance in affirming the position and brand of PTIT in training and providing high-quality human resources for national digital transformation.
