On October 14, 2024, in Hanoi, a delegation from Moscow Technical University of Communications and Informatics (MTUCI), Russian Federation, led by Associate Professor Dr. Erokhin Sergey Dmitrievich, Rector of MTUCI, visited and worked with Posts and Telecommunications Institute of Technology (PTIT). Prof. Dr. Tu Minh Phuong, Chairman of PTIT Council, and Assoc. Prof. Dr. Tran Quang Anh, Vice President of PTIT, extended a warm welcome to the delegation.

On behalf of PTIT’s leadership, Prof. Dr. Tu Minh Phuong expressed great pleasure in welcoming the delegation from Moscow Technical University of Communications and Informatics (MTUCI), Russian Federation, to PTIT.

Both Prof. Dr. Tu Minh Phuong, Chairman of PTIT Council, and Assoc. Prof. Dr. Erokhin Sergey Dmitrievich, Rector of MTUCI, shared their hopes for extensive collaboration between the two institutions in the near future.


During the working session, the leaders of both institutions provided an overview of their respective histories, scale, and development. PTIT is the only university under the Ministry of Information and Communications, with two campuses located in Hanoi and Ho Chi Minh City, serving nearly 30,000 students across nearly 30 academic programs and 20 specialized research labs. PTIT also has three collaboration offices in Korea, Japan, and Australia. The institute maintains cooperative relationships with numerous global universities and businesses. In Vietnam, PTIT has been a pioneer in launching programs in Information Security, Multimedia Technology, Artificial Intelligence, and Financial Technology. Recently, PTIT has undertaken numerous projects focusing on IT, AI, telecommunications, and digital transformation for the community. Additionally, PTIT has supported students in participating in international competitions in Australia, Korea, and China, with many students achieving high rankings.

MTUCI is a leading technical university in Russia, specializing in communications, IT, cybersecurity, wireless technology, and e-commerce. It ranks among the top 100 universities in Russia and is the number one specialized university in terms of scientific research projects. It ranks 14th in Russia for IT-related disciplines by graduate salary and has over 15,000 students from more than 60 countries, including 800 international students. MTUCI offers 19 undergraduate and specialist programs, 17 master’s programs, and 7 postgraduate programs. It collaborates with more than 190 partners, including leading telecommunications and IT companies, universities, and research associations in Russia and abroad. MTUCI boasts modern infrastructure, including schools, education and research labs, branches, and well-equipped dormitories.

Assoc. Prof. Dr. Erokhin Sergey Dmitrievich, Rector of MTUCI, proposed several avenues for future cooperation, including student and faculty exchanges (covering education, research, and culture), dual-degree programs for Vietnamese citizens at MTUCI, professional development and advanced training for PTIT faculty at MTUCI training centers, participation in exhibitions, conferences, international competitions, joint publications in Russian and international scientific journals, and collaboration in organizing international conferences under the auspices of organizations like the International Telecommunication Union, as well as establishing joint scientific and educational centers.

During the working session, Prof. Dr. Tu Minh Phuong, Chairman of PTIT Council, reaffirmed: “Russian universities have always been leaders in training in Information Technology, Information Security, and Telecommunications. With a growing student population, PTIT is eager to enhance international cooperation to improve training quality. Collaborating with MTUCI will create many opportunities for academic and exchange programs for both faculty and students.”

Impressed by MTUCI’s proposed cooperation plans, Prof. Dr. Tu Minh Phuong agreed that both sides should soon proceed to sign a memorandum of understanding. He also expressed agreement with the proposed collaboration activities and emphasized that some projects could be implemented immediately. The Chairman of PTIT Council also expressed gratitude for MTUCI’s attention to PTIT and looked forward to concrete cooperative activities in the near future that would benefit both institutions.

The visit of the MTUCI delegation opened up opportunities for cooperation in various fields, significantly contributing to the development of both institutions in the future.
