On the morning of April 24, at the Posts and Telecommunications Technology (Hanoi), on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched the emulation movement “The whole country competes in innovation and digital transformation” with the key message of “Science and technology, innovation, and digital transformation have no limits or borders, and do not discriminate against age, gender, or religion.”

Also attending the launching ceremony were: Minister of Home Affairs Pham Thi Thanh Tra, Permanent Vice President of the Council; Minister of Science and Technology Nguyen Manh Hung; Minister of Education and Training Nguyen Kim Son; representatives of ministries, central and local agencies, business community, experts and scientists.

At the ceremony, representatives of Hai Phong city leaders, the Central Committee of the Ho Chi Minh Communist Youth Union, Hanoi National University and representatives of typical enterprises in the fields of science, technology and digital transformation spoke in response to the movement; committed to effectively implementing the instructions that the Prime Minister pointed out at this important event.

The most important path to breakthrough

On behalf of the Party and State leaders, announcing the launch of the Movement “The whole country competes in innovation and digital transformation”, Prime Minister Pham Minh Chinh stated that this is an important event at an important moment, with important significance in the spirit of the historic April days 50 years ago of the country, in order to concretize and put the Party’s policies and guidelines in Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation into practical life.

The Prime Minister emphasized that in today’s world, science, technology, innovation and digital transformation are not only objective requirements and inevitable trends of the times, but also the most important way to break through, overcome difficulties and challenges, seize opportunities, build an independent, self-reliant, strong economy, a civilized and modern society, and bring the country on par with the world’s great powers.

Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is a document of special significance, a guideline for rapid and sustainable development, a strong call, encouragement and motivation for the entire Party, people and army to strive to bring the country steadily into a new era – an era of strong, civilized and prosperous development of the nation. The Prime Minister stated that under the leadership of the Central Committee, the Politburo, the Secretariat, headed by General Secretary To Lam and the resolute implementation of the Government and the Prime Minister, the participation of all levels, sectors, localities, especially the people and the business community, the cause of developing science and technology, innovation and digital transformation in recent times has achieved many encouraging achievements, making important contributions to socio-economic development, ensuring national defense and security, preventing natural disasters, protecting the environment, and responding to climate change.

Institutions on science and technology, innovation and digital transformation continue to be improved; digital infrastructure develops strongly; the digital economy has made great strides; digital data has been built and connections and exploitation promoted; the national innovation system and creative startup ecosystem have gradually developed effectively; a number of Vietnamese enterprises have gradually mastered core technologies and source technologies; Vietnam’s international ranking continues to improve.

However, in addition to the basic achievements, the development of science, technology, innovation, startups, and digital transformation in Vietnam still has shortcomings, limitations, barriers, and bottlenecks that hinder the development of science, technology, innovation, and digital transformation; research and application of science, technology, and innovation have not made any breakthroughs, legal institutions, mechanisms, and policies have not met requirements, high-quality human resources are still lacking, infrastructure is not synchronous, especially digital infrastructure has many limitations…

According to the Prime Minister, in the coming time, the world and regional situation will develop rapidly, complicatedly, and unpredictably. The fourth industrial revolution will take place more quickly, deeply, and comprehensively, especially the development of artificial intelligence (AI) and digital transformation in all areas of social life. Most countries in the world are promoting the development of science, technology, and innovation, and modernizing national governance.

To successfully achieve the two 100-year strategic goals (by 2030, becoming a developing country with modern industry and high average income, by 2045, becoming a developed country with high income), we need to develop and strongly apply science and technology, strongly promote innovation and digital transformation, create new momentum, and open up new development space for the country. Science and technology, innovation and digital transformation have no limits, no borders, no age discrimination, no gender discrimination, no religion discrimination.

In that context, the movement “The whole country competes in innovation and digital transformation” launched at today’s ceremony and the movement “Digital education for all people” have been launched with special significance. With the spirit of “Competition is patriotism; patriotism requires emulation. Those who compete are the most patriotic” as taught by beloved President Ho Chi Minh, the Prime Minister requested all levels, sectors, localities, enterprises and people nationwide to focus on implementing well the following key tasks and main goals.

First, promote the tradition of patriotism, the combined strength of the entire political system, the entire nation, the active participation of entrepreneurs, enterprises, scientists, intellectuals, students and all people; strive to achieve by 2030 the potential, level of science, technology and innovation to reach advanced levels in many important fields, among the leading groups in upper-middle-income countries. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%. Advanced, modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries.

Second, strongly arouse the aspiration for national development, promote proactiveness and creativity in the entire political system and among the people, self-reliance, maximizing endogenous capacity, with the viewpoint: “People and businesses are the center, the subject, the main resource, the driving force, scientists are the key factor; The State plays a leading, promoting role, creating the most favorable conditions for the development of science, technology, innovation and national digital transformation”.

Third, fundamentally and comprehensively innovate the management and operation activities of state management agencies, the production and business activities of enterprises, and the way people live and work. By 2025, the development of digital government, digital economy, digital society, digital citizens, and digital cultural industry will reach the highest level in the world. Vietnam will be among the leading countries in cyber security, safety, data security, and digital data protection.

Efforts to compete to implement the ‘3 determinations’

To achieve the important tasks and main goals mentioned above, the Prime Minister requested all levels, sectors, localities, agencies and units nationwide to strive to compete to implement the “3 determinations”:

First, political determination, innovation in thinking, resolute leadership, direction, creating new momentum, new spirit in the whole society for the development of science, technology, innovation and national digital transformation. Based on the assigned functions, tasks and powers, perfect the institutions and legal system to remove all bottlenecks and barriers to the development of science, technology, innovation and digital transformation, and unleash maximum creativity. Must really get involved, consider this a key political task; assign tasks in the spirit of “6 clear: Clear people, clear work, clear responsibility, clear authority, clear time, clear product”.

Second, determined to build a breakthrough technology infrastructure. In the immediate future, in 2025, ensure that 100% of administrative procedures related to enterprises are carried out online, smoothly and effectively; 100% of administrative procedures are not limited by provincial administrative boundaries. At the same time, build high-quality human resources, have breakthrough solutions to attract leading technology corporations, attract technology talents from Vietnam and abroad. Third, determined to promote digital transformation, apply science, technology, innovation in the activities of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, ensure safety, security, confidentiality, ensure intellectual property rights, and protect national sovereignty; build and implement a digital citizen development program.

At the same time, the Prime Minister requested the business community to focus on implementing the following “3 core missions”:

First, build a long-term, sustainable, far-sighted vision and strategy, think deeply and do big; have a proactive and flexible business structure; a strong culture of innovation. Promote international cooperation, research, development and innovation in the digital environment.

Second, shift from applying and mastering technology to building breakthrough creative capacity, taking advantage of opportunities from the 4.0 industrial revolution to “take shortcuts, get ahead” and master the future with the spirit of “catching up, progressing together and surpassing”. Invest in researching new smart solutions, management technology; apply digital technology and automation, integrate technologies such as artificial intelligence, the Internet of Things, big data into products and services, associated with developing high-quality human resources.

Third, reform the management model while expanding the capacity to apply new technologies, digitize and develop breakthrough products and services to create differentiation and compete in the market.

In the coming time, to successfully implement the emulation movement “The whole country competes in innovation and digital transformation”, the Prime Minister requested that Party committees and authorities at all levels, especially leaders, take the lead in improving digital capacity, promoting innovation in their localities and agencies with the spirit of “ideology must be clear, determination must be high, efforts must be great, actions must be drastic, focused, key points, each task must be completed, each task must be done”, “The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down”.

The Vietnam Fatherland Front, socio-political organizations, the business community and the people actively respond to the Movement. Technology enterprises play a leading and pioneering role; the government accompanies; People actively responded to participate in the Movement with the motto: “People and businesses are the center, the main subject, the main resource, the driving force, scientists are the key factor; the State plays a leading, promoting role, creating the most favorable conditions for the development of science and technology, innovation and national digital transformation”.

The Central Emulation and Reward Council, ministries, branches and localities urgently develop and issue plans to implement the Movement, issue appropriate emulation criteria. Timely commend, honor, reward, encourage and motivate in a variety of ways for scientists, inventors, businesses, organizations and individuals with achievements in science, technology, innovation and digital transformation.

Media agencies need to continue to do a good job of propaganda, setting examples, praising good people, good deeds, advanced models, exemplary models, good practices, innovation, creativity, efficiency, “using beauty to eliminate ugliness”, “using positivity to push back negativity”, “positiveizing negativity” by analyzing difficulties, challenges, limitations and proposing solutions.

At the same time, the Prime Minister suggested that every Vietnamese citizen should compete to improve themselves, learn, constantly innovate, and improve digital skills; otherwise, the digital economy and digital society cannot develop, and the country cannot develop quickly and sustainably.

According to the Prime Minister, looking back at the history over the past 77 years, since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), the spirit of emulation has become a strong driving force, arousing patriotism, the will to be self-reliant, self-reliant, and effectively mobilizing the strength of the entire nation. Emulation movements have been continuously launched throughout historical periods, creating great endogenous strength in both material and spiritual terms, helping the country overcome all difficulties and challenges and achieve glorious victories.

In that spirit, the Prime Minister respectfully requests all levels, sectors, localities, agencies in the entire political system, the Vietnam Fatherland Front, socio-political organizations, business community, entrepreneurs, scientists, organizations, communities and students to enthusiastically respond and actively participate in the Movement “The whole country competes in innovation and digital transformation” which has a particularly important meaning in the current revolutionary period.
