On June 25, 2024, a delegation from the National Open University of China, led by Mr. Xu Mingjun, visited the Posts and Telecommunications Institute of Technology (PTIT) in Hanoi. The delegation included Mr. Shao Yunda, Head of the Department of Science and Engineering; Ms. Chen Kun, Deputy Head of the Department of Marxist Studies; Mr. Wang Xuliang, Senior System Architect at the Center for Integrated Engineering Research and Digital Learning Technology Application, Ministry of Education; and Ms. Hou Songyan, Deputy Researcher at the International Office.
PTIT’s President, Assoc. Prof. Dr. Dang Hoai Bac, along with other representatives from PTIT, warmly welcomed the visiting delegation.

During the visit, both universities presented their histories, scale, and development. Dr. Bac shared details about PTIT, which has 20,000 students and offers 20 programs in three main fields: Technology & Engineering, Economics & Management, and Journalism & Communications. PTIT is a leader in Vietnam’s digital transformation of higher education and ranks among the top three institutions for IT training. It is also one of the five universities in Vietnam offering specialized training in microchip design. Dr. Bac expressed a strong interest in learning from the National Open University of China, particularly in the areas of training, research, and online education for political science courses.
In return, the leadership of the National Open University of China shared insights into the university’s history and development, expressing their willingness to collaborate and share their experience in managing and operating online learning platforms.
Founded in 1979 as the Central Radio and Television University of China, the National Open University of China is a modern higher education institution under the Ministry of Education. It is a pioneer in using advanced information technology to provide distance education, primarily for adult learners.
